Step 1: Make the Fry Bread

In a bowl, mix flour, baking powder, and salt.

Gradually add warm water, mixing into a soft dough.

Let rest 15 minutes. Divide into 4–6 balls and flatten into disks.

Step 3: Assemble

Place a piece of fry bread on a plate.

Spread with warm pinto beans.

Sprinkle on Oaxaca cheese.

Spoon over beef and green chile mixture.

Add more cheese or sauce if desired.
